1. (a) A facility shall serve the following populations, in the following area of priority, to the extent that primary care services are not available to those populations from other providers:

   1. (1) acutely ill and injured persons;
   2. (2) chronically ill and disabled persons;
   3. (3) persons seeking health maintenance, health promotion or preventive services.

2. (b) A facility shall provide the following services to the above-listed populations in the following order of priority:

   1. (1) diagnostic services within the limits imposed by the availability of diagnostic equipment and any plan of collaboration between the mid-level practitioner and the collaborating physician;
   2. (2) treatment services within the practitioner's scope of practice;
   3. (3) referral services; and
   4. (4) preventive services.
