To maximize revenues and to ensure proper fiscal management, the governing board or the program director of a facility shall
- (1) prepare and maintain a formal budget;
- (2) maintain fiscal records and provide fiscal reports to the department on forms provided by the department;
- (3) provide for an audit at least once every two years;
- (4) develop a fee schedule; and
- (5) establish procedures within the limits set by 7 AAC 13.100(g) to maximize collection of fees from patients and third-party insurers.
