The state registrar may provide for a short-form certification for any vital events included in this chapter. A such short form certification may be used for all births, for births which do not show parentage, and for certification of illegitimate births in accordance with instructions of the state registrar; provided that no identification of illegitimacy is made on the certification. A short-form certification may be used for this purpose by the bureau, and by a local recorder of vital records specifically authorized to do so by the state registrar.
