Such burial-transit permit duly issued in this state, or a burial-transit permit issued in another state or Canada and accompanying a dead body or fetus shipped into this state, shall be authority for:

1. (1) final disposition of such body or fetus;
2. (2) shipment out of the state, of shipment by common carrier; provided that all requirements as to embalming and casket or other container have been fulfilled;
3. (3) storage or other holding, or movement within the state; provided that all other requirements relating thereto have been fulfilled; and
4. (4) holding a public funeral; providing that any health regulations requiring embalming, sealing, or other precautions against spread of a communicable disease have been fulfilled.
