The CDQ evaluation team will limit its decennial review under 16 U.S.C. 1855(i)(1)(H)(i) to

1. (1) the criteria set out in 16 U.S.C. 1855(i)(1)(H)(ii); and
2. (2) applying to those criteria the valuation system that the CDQ panel has established as required under 16 U.S.C. 1855(i)(1)(H)(ii).
