If the commission's staff intends to issue a determination that a complaint is not supported by substantial evidence, the staff shall inform the complainant of its proposed determination and review the evidence supporting the determination with the complainant. The commission's staff shall provide the complainant with an opportunity for rebuttal before a determination that a complaint lacks substantial evidence is made.
