In this chapter, unless the context requires otherwise,

1. (1) "absent uniformed services voter" has the meaning given in 42 U.S.C. 1973ff-6;
2. (2) Repealed 2/24/2022;
3. (3) "circulator" means a person circulating an initiative, referendum, or recall petition for the purpose of gathering signatures;
4. (4) "disabled voter" means a person who is unable to get to the polling place because of severe illness, age, or disability;
5. (5) "director" means the director of elections;
6. (6) "division" means the division of elections;
7. (7) "election official" means a qualified voter appointed by a regional elections supervisor to assist in the conduct of an election;

8. (8) "electronic transmission" means delivery of a ballot by

   1. (A) facsimile transmission;
   2. (B) transmission through a website established by the director;
9. (9) "member of the merchant marine" has the meaning given in 42 U.S.C. 1973ff-6;
10. (10) "numerical identifier" has the meaning given in AS 15.80.010;
11. (11) "overseas voter" has the meaning given in 42 U.S.C. 1973ff-6;
12. (12) "uniformed services" has the meaning given in 42 U.S.C. 1973ff-6.
13. (13) "voting equipment" means the state's electronic ballot tabulation system.
