An educational fishery program must have
- (1) instructors who are qualified to teach the subject matter;
- (2) enrolled students;
- (3) minimum attendance requirements;
- (4) procedures for testing a student's knowledge of the subject matter or the student's proficiency in performing learned tasks; and
- (5) standards for successful completion of the program.
