1. (a) Unless otherwise specified, requirements set out in this chapter apply only to commercial salmon fishing with troll gear in the Southeastern Alaska-Yakutat Area.
2. (b) Unless otherwise specified, the provisions of this chapter that apply to the waters of Alaska also apply to the adjacent waters of the exclusive economic zone.

3. (c) The commissioner may suspend the application of the regulations in this chapter that apply to the waters of Alaska to all or a portion of the waters of the exclusive economic zone that are adjacent to the waters of Alaska if the commissioner finds that

   1. (1) application of the regulations fails to facilitate enforcement of regulations that apply to the waters of Alaska;
   2. (2) application of the regulations fails to protect or conserve salmon inhabiting territorial waters of Alaska; or
   3. (3) the state has an insufficient interest in the salmon that inhabit the waters of the adjacent exclusive economic zone to warrant extending the state's jurisdiction to those waters.
4. (d) For the purposes of this section, "exclusive economic zone" means all the waters adjacent to the waters of Alaska and seaward to a boundary line drawn so that each point on the line is 200 nautical miles from the baseline from which the territorial sea is measured.
