In the Eastern Gulf of Alaska Area, the department shall annually allocate the harvest in the lingcod commercial and sport fisheries as follows:

1. (1) Icy Bay Subdistrict:

   1. (A) 46 percent to the directed commercial lingcod fishery;
   2. (B) 12.67 percent to the commercial longline fisheries;
   3. (C) eight percent to the commercial salmon troll fishery; and
   4. (D) 33.33 percent to the sport fishery;

2. (2) East Yakutat Section:

   1. (A) if the annual guideline harvest level is at or below 200,000 pounds, as follows:

      1. (i) 43 percent to the directed commercial lingcod fishery;
      2. (ii) two percent to the sport fishery;
      3. (iii) 47 percent to bycatch in the commercial longline fishery;
      4. (iv) eight percent to bycatch in the commercial salmon troll fishery;

   2. (B) if the guideline harvest level is over 200,000 pounds, as follows:

      1. (i) 4,000 round pounds to the sport fishery;
      2. (ii) 94,000 round pounds to bycatch in the commercial longline fishery;
      3. (iii) 16,000 round pounds to bycatch in the commercial salmon troll fishery;
      4. (iv) the remainder of the guideline harvest level will be allocated to the directed commercial lingcod fishery;

3. (3) Northern Southeast Outside Section:

   1. (A) 43 percent to the directed commercial lingcod fishery;
   2. (B) 22 percent to the sport fishery;
   3. (C) 27 percent to bycatch in the commercial longline fishery;
   4. (D) eight percent to bycatch in the commercial salmon troll fishery;

4. (4) Central Southeast Outside Section:

   1. (A) 36 percent to the directed commercial lingcod fishery;
   2. (B) 30 percent to the sport fishery;
   3. (C) 23 percent to bycatch in the commercial longline fishery;
   4. (D) seven percent to bycatch in the commercial salmon troll fishery;
   5. (E) four percent to bycatch in the commercial groundfish fishery using hand troll gear and mechanical jigging machines;

5. (5) Southern Southeast Outer Coast Sector:

   1. (A) 30 percent to the directed commercial lingcod fishery;
   2. (B) 44 percent to the sport fishery;
   3. (C) 17 percent to bycatch in the commercial longline fishery;
   4. (D) two percent to bycatch in the commercial groundfish fishery using hand troll gear and mechanical jigging machines;
   5. (E) seven percent to bycatch in the commercial salmon troll fishery;

6. (6) Southern Southeast Internal Sector:

   1. (A) no directed commercial lingcod fishery;
   2. (B) 92 percent to the sport fishery;
   3. (C) four percent to bycatch in the commercial longline fishery;
   4. (D) four percent to bycatch in the commercial salmon troll fishery;

7. (7) Northern Southeast Inside Subdistrict:

   1. (A) no directed commercial lingcod fishery;
   2. (B) 50 percent to the sport fishery;
   3. (C) 30 percent to bycatch in the commercial longline fishery;
   4. (D) 20 percent to bycatch in the commercial salmon troll fishery.
