The Kayak Island District may be opened to commercial fishing on an exploratory basis with no specified guideline harvest level. A Prince William Sound Area herring fishery CFEC permit holder may participate in the Kayak Island District using the gear specified on the permit holder's CFEC permit. The Kayak Island District may be opened or closed by emergency order based on inseason information such as observed stock abundance, harvest levels, or harvest patterns, including such changes in the adjacent Prince William Sound District.
