In waters east of 146° W. long. and south of a line from the southernmost tip of Point Bentinck to the southernmost tip of Point Whitshed

1. (1) razor clams may be taken only under the authority of a subsistence razor clam fishing permit;
2. (2) only razor clams four and one-half inches or longer in length of shell may be taken or possessed.
