In this chapter,

1. (1) "board" means the State Board of Education and Early Development;
2. (2) "commissioner" means the commissioner of education and early development;
3. (3) "department" means the Department of Education and Early Development;
4. (4) "district" means a school district;
5. (5) "applicant" means a person or entity that applies for a grant or other thing of monetary value from the department;
6. (6) "expertise in the subject matter" means having significant experience, training, or knowledge in the issue;

7. (7) "substantial evidence"

   1. (A) means relevant evidence in the record that a reasonable mind might accept as adequate to support a conclusion;
   2. (B) does not include an evaluation of competing inferences that could be drawn from the evidence;
8. (8) "working day" means a day other than Saturday, Sunday, or a state holiday.
