If the department determines that a district is not in compliance with AS 14.03.127, 4 AAC 33.600 - 4 AAC 33.690, or the requirements for successful participation in the federal universal services program, the department may withhold payment under AS 14.03.127, require reimbursement of prior payments, or deny future funding under AS 14.03.127.
