4. (f) Effective August 5, 1990, distribution of state aid under the public school foundation program shall be governed by the department as follows:

   1. (1) A school district that questions a state aid payment shall immediately notify the department and request a review of data and computations leading to the payment amount.
   2. (2) If the department finds no error in the data or in the computation of the payment, it will provide written notice and explanation of its findings to the district.
   3. (3) If the district further disputes the determination of payment, it may proceed with an appeal under the provisions of 4 AAC 40.
   4. (4) Upon discovery, by department staff or by auditors conducting the annual department audit, of an overpayment to a district, a written notice will be sent to the district. The district shall immediately remit the amount of overpayment to the department as required by AS 14.17.170.
