1. (a) A goal of the state public school system is to graduate students who will

   1. (1) possess a broad knowledge base;
   2. (2) communicate effectively;
   3. (3) use technology skills;
   4. (4) think logically and critically;
   5. (5) be healthy;
   6. (6) recognize, value and use creativity;
   7. (7) be responsible and ethical citizens and community members; and
   8. (8) be enthusiastic learners.
2. (b) The department's publication, World-Class Students Graduation Outcomes, as revised as of March 19, 2009, is adopted by reference. The goals expressed in World-Class Students Graduation Outcomes represent goals of the state public school system.
