1. (a) Grant money may be applied to those costs that the division, in its discretion, determines are necessary and reasonable. Eligible costs include

   1. (1) wages for the recipient's employees that do not exceed those paid for similar work in the local economy,
   2. (2) printing and distributing travel promotion material,
   3. (3) consultant fees,
   4. (4) telecommunications equipment and services,
   5. (5) materials and supplies used solely for the project, and
   6. (6) other incidental costs incurred by the recipient.
2. (b) Except as specifically authorized in (a) of this section, grants under this program may not pay a recipient's general administrative costs, overhead, or membership fees in a trade organization.
