A rate adjustment granted to a cost company under 3 AAC 53.030 - 3 AAC 53.060 is computed separately for local exchange service and local private line service and applied as an across-the-board percentage adjustment to all recurring monthly charges within each of those classifications, including, unless specifically waived by the commission, items with rates established by special contract. However, a rate adjustment under this section may not be applied to directory assistance or public pay telephone charges.
