If an attaching utility and a pole-owning utility cannot reach agreement on a joint-use issue, including compensation, a complaint may be filed with the commission, and served on the other party, in accordance with 3 AAC 48.095, setting out the relevant facts and asking for relief. The other party may file an answer to the complaint within 20 days after service of that complaint.
