After notice and affording interested parties an opportunity to be heard in a general proceeding, the commission may prescribe the information to be included in the numbered paragraphs of applications, and the content of supporting exhibits for various kinds of applications with due regard to

1. (1) the nature and complexity of the application;
2. (2) the necessity of obtaining full disclosure of all pertinent facts relating to applicant's legal, financial, technical and managerial capabilities;
3. (3) any other relevant factors.
