The director finds that mandatory insurer participation in a workers' compensation insurance assigned risk pool is in the public interest and requires this participation as a condition of writing workers' compensation insurance in this state, except for those insurers that are exempt under AS 21.39.155. An insurer's participation in a workers' compensation insurance assigned risk pool shall be satisfied by receiving direct assignments from the plan administrator or by membership in a reinsurance pool that equitably apportions the experience of the assigned risk pool among its members.
