Other security for an unauthorized assuming insurer

Credit for reinsurance with an unauthorized assuming insurer may be secured by unencumbered funds withheld from the unauthorized assuming insurer by the ceding insurer and maintained in the United States, subject to withdrawal solely by the ceding insurer and under its exclusive control.
