If only one responsive preproposal is received in response to a competitive solicitation, the executive director or the executive director's designee may

1. (1) accept the preproposal and inform the applicant of the deadline to submit a final proposal;
2. (2) reject the preproposal without soliciting new proposals; or
3. (3) reject the preproposal and resolicit for new proposals.
