Subject to the availability of appropriations, this chapter applies to the award, allocation, and distribution of money that is
- (1) disbursed through the coastal impact assistance program established under 43 U.S.C. 1356a;
- (2) allocated directly to the state under 43 U.S.C. 1356a; and
- (3) subject to final approval under 43 U.S.C. 1356a by the United States Secretary of the Interior, as subgrants for non-state proposals.
