Grant applications under this chapter will be reviewed, and award decisions will be made according to the criteria specified in sec. X of the state plan. Award decisions will be made by the department based on the applicant's ability to meet the criteria specified in secs. II, III, and X of the state plan. The commissioner will announce grant awards.
