In accordance with 42 U.S.C. 5304(a), the state plan for the CDBG program, dated May 24, 1983, is adopted. The state plan is adopted as a part of this chapter for the purpose of administering grants to communities in the state, which are made under Title 1 of the Housing and Community Development Act of 1974, as amended, 42 U.S.C. 5301 - 5320.
