The following individuals are eligible to submit an application under 3 AAC 157.310 - 3 AAC 157.395:

1. (1) a holder of an active salmon hand troll permit in the funding year;
2. (2) a holder of an active salmon power troll permit in the funding year;

3. (3) an individual who fished in the funding year under a legal transfer of an active salmon

   1. (A) hand troll permit for the funding year; or
   2. (B) power troll permit for the funding year;

4. (4) the personal representative or executor of the estate of a holder of an active salmon

   1. (A) hand troll permit for the funding year; or
   2. (B) power troll permit for the funding year.
