The following individuals are eligible to submit an application under 3 AAC 157.210 - 3 AAC 157.295:

1. (1) a holder of an active salmon hand troll permit in 2009;
2. (2) a holder of an active salmon power troll permit in 2009;

3. (3) an individual who fished in 2009 under a legal transfer of an active 2009 salmon

   1. (A) hand troll permit; or
   2. (B) power troll permit;

4. (4) the personal representative or executor of the estate of a holder of an active 2009 salmon

   1. (A) hand troll permit; or
   2. (B) power troll permit;
5. (5) an individual who is eligible under (1) - (4) of this section and who has not received a direct distribution for the 2009 salmon season before March 8, 2013.
