The department will

1. (1) publish a grant application guide;
2. (2) solicit applications for grants by public notice of the solicitation in a newspaper of general circulation, and by posting the notice on the Alaska Online Public Notice System established under AS 44.62.175; and
3. (3) provide applications on request.
