An application submitted in response to the public notice under 3 AAC 157.040 must

1. (1) be complete, and must be submitted on forms provided by the department; the application must include

   1. (A) a project narrative; and
   2. (B) a detailed description of the project, the associated costs of the project, and the financing sources that will support the project; and

2. (2) provide specific details regarding any grantee match and whether a grantee match is required; if a match is required,

   1. (A) the source of the match may not be federal in origin;
   2. (B) the match must be directly related and integral to the completion of the project;
   3. (C) the use of the match must occur after the signing of the grant agreement, but before the end date of the project; and

   4. (D) the match may be in the form of

      1. (i) in-kind labor;
      2. (ii) in-kind equipment;
      3. (iii) in-kind services;
      4. (iv) donated supplies;
      5. (v) money.
