The population of the proposed borough after annexation must be sufficiently large and stable to support the resulting borough. In this regard, the commission may consider relevant factors, including

1. (1) census enumerations;
2. (2) durations of residency;
3. (3) historical population patterns;
4. (4) seasonal population changes;
5. (5) age distributions;
6. (6) contemporary and historical public school enrollment data; and
7. (7) nonconfidential data from the Department of Revenue regarding applications under AS 43.23 for permanent fund dividends.
