Ability to repay

The department may consider the following factors in evaluating an applicant's ability to repay:

(1) income history, including present income;
(2) prospects for future income;
(3) assets;
(4) liabilities;
(5) reasonableness of the projected profit and loss statement;
(6) other relevant information or experience.
