No licensee, by advertising or otherwise, may use any phrase or expression referring to his authority or supervision by the state or any department or officer of the state except the following: "Licensed under the Alaska Small Loans Act, AS 06.20, and regulations adopted under that Act," When this phrase is employed, it shall be used only in conjunction with the business of making small loans under the act.
