The department shall notify in writing the prisoner, the board, and a victim who participated in the prisoner's parole hearing that parole might be rescinded and of the basis for the possible rescission. When the board has established a date and time for the rescission hearing, notification shall be given to the prisoner and victim at least 72 hours before the rescission hearing.
