1. (a) To be eligible for consideration for placement at a restitution center under 22 AAC 05.350, the prisoner must

   1. (1) be classified at either the minimum or community custody level;
   2. (2) meet the criteria set out in AS 33.30.161;
   3. (3) not be an escape risk;
   4. (4) agree to remain at the center at all times except while at work or a community service project, while traveling to or from work or a community service project or an approved job interview, or during an approved emergency absence or furlough; and
   5. (5) acknowledge an understanding of 22 AAC 05.355.
2. (b) A prisoner placed in a restitution center who is classified minimum custody may not be permitted in the community unless under constant supervision.
