1. (a) Subject to (b) of this section, a grantee may contribute any of the following to satisfy the contribution requirements of a grant:

   1. (1) cash, other than cash received as a grant from the authority;
   2. (2) real or personal property, including the use of real or personal property;
   3. (3) personal services.

2. (b) To qualify as a contribution under (a) of this section, a contribution must be

   1. (1) used for a purpose that is an allowable cost under 20 AAC 40.320;
   2. (2) verifiable from the grantee's records of the grant project; and
   3. (3) in the determination of the authority, necessary and reasonable for proper and efficient accomplishment of the objectives of the grant project.
