The following organizations may apply for a workshop grant:
- (1) an organization that is engaged in arts or cultural activities in the state and that has been determined by the United States Internal Revenue Service to qualify as an exempt organization under 26 U.S.C. 501(c)(3);
- (2) a school, college, or university located in the state;
- (3) a government agency or tribal entity.
