(a) An applicant for a workshop grant may request a grant in any amount. However, workshop grants may only be used to
- (1) pay the fees of the workshop instructors; and
- (2) cover all or a portion of the travel expenses of the workshop instructors.
- (b) An application for a workshop grant will not be approved unless the grant application provides a balanced budget reflecting a cash or in-kind match that has been determined by the council on the basis of availability of appropriations from the legislature.
- (c) The majority of participants in the workshop must be over 18 years of age.
