1. (a) The council

   1. (1) shall hold regularly scheduled meetings; and
   2. (2) will, in its discretion, hold special meetings when necessary to conduct business that must be completed before the next regularly scheduled meeting.
2. (b) The council will provide notice of all meetings as required by AS 44.62.310.
3. (c) The council will hold an annual meeting. Unless the council otherwise provides, the annual meeting is its meeting scheduled during the last calendar month of the fiscal year.
