1. (a) The commission finds that special circumstances exist requiring the use of the point systems in 20 AAC 05.822 - 20 AAC 05.827.

2. (b) The commission establishes a point scale of

   1. (1) 0 - 30 for the Kodiak (K) food and bait herring gillnet and seine combined fishery; and
   2. (2) 0 - 82 for the Kodiak (K) food and bait herring trawl fishery.
