1. (a) The commission will award a maximum of 45 points to an applicant for past participation in, and economic dependence on, the Southeastern Alaska sea cucumber dive fishery. An applicant who commercially harvested sea cucumbers from the fishery during the January 1, 1992 to July 1, 1996 time period will be awarded points for the years in which they participated according to the poundage thresholds established for each year as follows:

2. (b) In this section,

   1. (1) "commercially harvested" means the taking and selling of sea cucumbers in the manner consistent with 20 AAC 05.812;
   2. (2) "pounds" means actual pounds of sea cucumbers recorded on fish tickets.
