1. (a) The commission finds that special circumstances exist requiring the use of the point system in 20 AAC 05.794 - 20 AAC 05.799.

2. (b) A point scale of

   1. (1) zero through 100 is established for the Northern Southeast herring spawn-on-kelp pound fishery; and
   2. (2) zero through 50 is established for the Southern Southeast herring spawn-on-kelp pound fishery.
