1. (a) The commission finds that special circumstances exist requiring the use of the point system in 20 AAC 05.787 - 20 AAC 05.792.

2. (b) The commission establishes a point scale of

   1. (1) zero through 46 for the Southeastern Alaska shrimp beam trawl fishery; and
   2. (2) zero through 39 for the Southeastern Alaska shrimp otter trawl fishery.
