1. (a) Past Participation and Economic Dependence. The commission will award a maximum of 36 points to an applicant for participation in, and economic dependence on, the Southeastern Alaska shrimp pot fishery as follows:

   1. (1) the commission will award a maximum of 30 points to applicants who commercially harvested shrimp caught with pot gear from the fishery over the January 1, 1991 - December 31, 1995 time period based on the years in which they participated according to the poundage thresholds established for each year as follows:
   2. (2) the commission will award 2 points to an applicant who commercially harvested at least 10,000 pounds of shrimp caught with pot gear over the 1991 - 1995 time period; and
   3. (3) the commission will award 4 points to an applicant who commercially harvested shrimp caught with pot gear in at least three calendar years from 1991 - 1995.

2. (b) Consistent Participation and Economic Dependence.
