1. (a) The commission finds that special circumstances exist requiring the use of the point system in 20 AAC 05.774 for the Southeastern Alaska shrimp pot fishery.
2. (b) A point scale of 0 - 58 is established for the Southeastern Alaska shrimp pot fishery.
