- (a) The commission finds that special circumstances exist requiring the use of the point system in 20 AAC 05.748 for the Bristol Bay (Togiak) herring spawn on kelp fishery.
- (b) A point scale of 0 - 12 is established for the Bristol Bay (Togiak) herring spawn on kelp fishery.
