- (a) The commission finds that special circumstances exist requiring the use of the point system in 20 AAC 05.717 for the Prince William Sound herring spawn on kelp pound fishery.
- (b) A point scale of 0 - 2 is established for the Prince William Sound herring spawn on kelp pound fishery.
