1. (a) A public agency may establish a fee schedule for duplicating public records, and shall establish a fee schedule for providing electronic services and products. Fees shall be consistent with AS 40.25.110, AS 40.25.115, and this chapter.
2. (b) The fees developed by a public agency to provide electronic services and products may not be set at a level necessary to recover all development and operational costs of the public agency's information system, unless the system exists solely for responding to requests for public records.
3. (c) Fees may not be assessed as a condition of inspecting public records if the public agency receiving the request does not incur costs to search for the requested public record.
