1. (a) In addition to complying with applicable requirements in AS 28.10 and this chapter, an individual applying for a special request plate for members of the Alaska National Guard must complete an application form provided by the department and must meet the eligibility requirements of AS 28.10.181(m).
2. (b) An applicant must submit proof of service from the United States Department of Defense showing that the applicant is a current member of the Alaska National Guard.
3. (c) The applicant must be a registered owner of the motor vehicle and the vehicle must be currently registered in this state.
