1. (a) In addition to complying with applicable requirements in AS 28.10 and this chapter, an individual applying for a special request plate for recipients of the Purple Heart must complete an application form provided by the department and must meet the eligibility requirements of AS 28.10.181(q).
2. (b) An individual applying for the first time for a special request plate under AS 28.10.181(q) and this section must submit documentation from the United States Department of Defense identifying the applicant as a recipient of the Purple Heart medal.
3. (c) The applicant must be a registered owner of the motor vehicle and the vehicle must be currently registered in this state.
